Sumerian Government: The Sumerians set up a government that was part monarchy and part democracy, but was overall a theocracy. A theocracy is a government where religion is heavily involved. There was a king and an assembly, and the king had to ask the assembly before passing any laws. Laws in ancient Sumer stated clearly the punishments for specific crimes.
Babylonian Government: The Babylonians were ruled by a king called Hammurabi. He set up laws that are known as Hammurabi's Code. Everyone had to follow them. Hammurabi's code, like the Sumerian laws, clearly stated punishments for specific crimes. There are 282 laws in Hammurabi's code. Click here for a link to Hammurabi's Code.
